The Meeting was called to order by Matt Earnest at 7:00 PM. A Motion was made by Amy Deering to accept the minutes of the last meeting. This was seconded by Nancy Jackson. David Yeager stated he would like to see the Minutes of all the Board Meetings posted on the QVLOA Web site. The people that do not have access to a computer could have a copy of the Minutes mailed to them upon request. It was stated that on June 22nd at 7:00 PM there would be a Neighborhood Watch Program Meeting David Yeager stated that the new pool setbacks for Minneola are now 10’, not 15’. Mr. Cook from the Open Door Baptist Church made a presentation to the Board whereas the Church would like to hook-up to a sewer line that comes through Quail Valley. It would come down thru an easement on Cherry Laurel and hook onto QVHOA. Quail Valley is running at 60% capacity so we could let the Church document a plan. It was stated that the new building concrete could be poured in 6 months. It was stated by David Yeager that we could not charge the Church for this hook-up as QVHOA is not a utility and cannot sell a utility. Questions arose from the audience about the homeowners' fees being reduced once the sewer is connected to the City of Minneola. It was stated by Matt Earnest that according to our papers, homeowner’s fees do not include utilities. The City Engineer and attorney need to discuss this further. It was stated that the underground pipe would come down between the properties at 136 and 140 Magellan Circle. A Motion was made by David Yeager to allow the Open Door Baptist Church to tap into the QVHOA septic system as proposed upon approval from our attorney and a geological report was made. The City of Minneola would have the final blessing on this. It was 2nd by Nancy Jackson. Voted by voice – 3 yeas and 1 opposed (Amy Deering). Motion passes. All retention ponds in Quail Valley have been mowed and cleaned. Currently QVHOA has the cleaning and mowing out for bid. St. Johns Water District has stated that Banyan needs to bring the retention ponds up to standard. St. Johns will inspect reach retention pond. A Presentation was made by Curtis Burnside, the President of Association Property Management in regard to Quail Valley HOA hiring a professional management company. Questions were made by the Board and homeowners in attendance and answers were provided by the Board of Directors and Association Property Management. It was stated that a decision on a professional management company would not be made until the Board receives a second presentation. Matt Earnest stated that QVHOA has been without liability insurance for several months and that QVHOA may be uninsurable. Matt Earnest will look into this further. Quail Valley Homeowners violations were discussed: A Motion to turn the violations over to the Attorney was made by David Yeager. 2nd by Amy Deering and Nancy Jackson. Voted by voice – 4 yeas. Passes. Mr. Postal who lives next to the park on Gentle Breeze Drive is concerned about the park and the safety of the children who use it. It was proposed to remove the ladder from the dock. It was also proposed to put up a sign at the park stating the park rules which was read out loud by Matt Earnest. The meeting was adjourned at 9:40 PM. |
