Board of Directors Meeting

The meeting was called to order by President Ivelaw Gibson at 7:02 p.m.
It was noted that there were four (4) board members present to have Quorum. The following board members were present: Ivelaw Gibson, Fred Wood, Amy Deering and Pattie Guerriero. The notification of this meeting had been posted in the Quail Valley entry way as well as on the Quail Valley website.
Ivelaw Gibson handed out the minutes from the June 11, 2007 meeting for the homeowners to review.
A motion was made by Amy Deering to approve the June 11, 2007 minutes and was seconded by Fred Wood. Unanimous Vote.
Walgreen’s Update
David Yeager was not present at the meeting to speak to the homeowners about this. At this time, Ivelaw does not have any plans for the homeowners to review. He will get in touch with David and check status.
Committees
Architectural Review Committee
Ivelaw Gibson addressed the fact that we need at least four (4) volunteers for this committee.
Ivelaw also stated that he felt that having contractors on this committee may give the contractors an unfair advantage to being first to get the job.
Fred Wood stated that he was kind of on the opposite side of the argument thinking that anyone should be able to volunteer for the committee and that it might be good to have someone with knowledge of what is going on.
Pattie Guerriero felt that we needed to clarify that the homeowners are to put in their requests to the ARC prior to having blueprints or anything major done. This is important because when you hand blueprints to the ARC for an addition to your house that a homeowners has spent a lot of money on, the ARC does not feel bad about denying something that should be denied.
Volunteers for the ARC are as follows:
- George David
- John Dole at 337 Trade Wind Drive
- Natalie Yancey at 346 Gentle Breeze Drive
- Moonilall Ramnauth at 711 Cherry Laurel Street
A motion was made by Fred Wood to appoint these people to the ARC. Motion was seconded by Amy Deering. Unanimous Vote.
Ivelaw Gibson stated that we still needed a chair since no one wanted the position. Since Barbara Feger is on the committee someone needs to speak to her and see if she is willing to be the chair.
Mr. Ocfemia at 112 Carlyle Street asked why EPM was not doing was the ARC does for us.
George David stated that he thought it was a good idea for EPM to take care of these things for us as long as they can be speedy about it.
Natalie Yancey at 346 Gentle Breeze Drive stated that she believed that an ARC is common practice among most subdivisions.
The board began to take a poll of the audience as to whether they felt that this was something that EPM should handle or if it was something that the homeowners should handle.
A resident suggested asking EPM what they thought we should do. Ivelaw said that he would call them to find out. Maybe we can take care of active requests and have EPM store and catalog past requests.
The residents listed above will get together and decide how they want to take care of the situation.
Welcome Committee
The members of this committee were Francine Scocca, Jean Gibson and Mrs. Earnest.
Ivelaw stated that we need to get this committee up and running.
The purpose of this committee is to greet new residents and get them oriented with the neighborhood as well as the rule and regulations.
A resident asked that maybe EPM could do this for us.
Fred Wood asked if we should send out a letter requesting volunteers for all the committees to Quail Valley residents. [Previous sentence corrected 8/4/07, per Minutes of 7/9/07 BOD Meeting.]
Jennifer Bode will be doing a newsletter for the community she will include something in the newsletter as well.

Dear Members of Quail Valley Lot Owners Association,
Beginning June, 2007, we have engaged EPM Services, a professional community association management company, to carry out the administrative, financial and common area maintenance functions. EPM Services will provide billing, bookkeeping, budgeting, financial reporting, and act as administrative liaison for tax services on behalf of the association.
EPM has a staff member available on weekends and holidays checking voice mail messages in the event an emergency should arise on Association property.
Your community association manager is Rakesh Sharma. You may contact him at 407-327-5824, ext 14 or via e-mail at rak.sharma@epmservices.com. If you have any questions regarding your association account, you may speak to Raquel Piron or Jennifer Saylor for updates in EPM Services Accounting Department.
The Board of Directors feels the most efficient method of dealing with membership issues would be in writing. Please direct any correspondence for board consideration to our management office so a record of the issue and its subsequent disposition can be made. Please use e-mail to forward your correspondence if you have access. The purpose of management is to establish a direct line of communication between the Board of Directors and the association membership.

The following people volunteered to be on the Welcome Committee:
- Brian Smith at 409 Valley Edge Drive
- Heather Shaw at 750 La Costa Street
Including Barbara Feger at 537 Gentle Breeze Drive makes three (3) people. As discussed with the homeowners three (3) people is enough for this committee.
Nominating Committee
- Jennifer Bode at 621 La Costa Street said that she can not do Neighborhood Watch but that she would be on the Nominating Committee.
- Bob Dempsey said that he would like to be on the committee.
- Anson Currie at 639 Gentle Breeze Drive also volunteered to be on this committee.
A motion was made by Amy Deering to accept these three (3) people to this committee. Pattie Guerriero seconded. Unanimous Vote.
Neighborhood Watch
We need a block captain for every street. The block captain is to walk around with and pass the information given to us from Deputy Wolf and give it to all the residents on the block. If the block captain get e-mail addresses this would make distributing the information easier.
The four (4) volunteers from June 11, 2007 meeting are as follows:

- Kathy Kelly at 109 Gentle Breeze Drive
- Ryan Sbrissa at 244 Valley Edge Drive
- John Dole at 337 Trade Wind Drive
Everyone in the community needs to be observant, watch and be aware of what is going on in our neighborhood.
A motion was made by Ivelaw Gibson to accept the four (4) volunteers from the June 11, 2007 meeting to this committee. Amy Deering seconded. Unanimous Vote.
Ivelaw Gibson informed the homeowners that the Board of Directors had received a letter from the City of Minneola. The letter is as follows:

Quail Valley Home Owners Association
To whom it may concern:
As you are aware, the City of Minneola has an existing developer’s agreement with the HOA to serve your development with wastewater services. The city started construction of it’s facility in January 2006 and the estimated completion date for this project is August 1, 2007, which will soon be upon us. Ownership of the existing four lift stations will transfer from your HOA to the City of Minneola along with all the necessary equipment onsite to maintain and operate the stations. The city will also assume responsibility for the payment of all the electric and water bills associated with these pumping stations. Some modifications to the lift stations are necessary and will be completed within the next few months at the expense of the city.
On or about August 1, 2007 the Quail Valley subdivision will be connected to the City of Minneola’s wastewater treatment facility. To accommodate this transition and starting with September 1, 2007 utility bill, you will be charged for wastewater services based upon your water usage.
The City looks forward to providing you with the best water and wastewater service available and extends it apology for any inconveniences we may have caused you. Please feel free to contact me at anytime if you have any questions or concerns.

Ivelaw stated that the estimated completion date is August 1, 2007.
Fred Wood asked Ivelaw Gibson if anything “legal” has come in from the city. Ivelaw answered “no.”
John Dole read a section from the Quail Valley Covenants stating that the city has sixty (60) days from the time they notify us of the take over to completely take it over. He also stated that the city hasn’t even begun to build the new station and it is supposed to be one (1) of the biggest in the city. John also asked that the Board try to find out what will happen and who will be responsible if the City’s station is not built on time if there should be a problem. Ivelaw stated that he would talk to EPM and see if there is something we can do.
Fred Wood stated that we as a community need to go back to the City and ask more questions.
Mr. Ocfemia at 112 Carlyle Street asked why EPM is speaking with Paul Wean regarding this situation and not the City
Jennifer Bode at 621 La Costa Street asked if the Board could write to the City and asked them to send a letter to all the residents of Quail Valley explaining the whole process and what we can expect.
Ivelaw Gibson gave the President’s Report.
Ivelaw stated that EPM Services is on board with us and will be attending the next meeting, July 9, 2007. Our association manager Rak Sharma will also be at the meeting.
Ivelaw stated that he was able to get the contract Mr. Earnest signed with the landscaper Al Torrello. The contract that he was able to find was not signed by anyone where there should be a job description, it is blank.
The President stated that EPM has been notified and given the okay to begin the bidding process for a new landscaper.
In our contract with Al Torrello we are able to break the contract with thirty (30) days notice. It is a three (3) year contract that was signed in 2006.
Mrs. Dole asked that with the new landscaper that we please be specific in our job description. The Board agreed that this is something that we need to do.
Fred Wood stated that although we will be specific in our description we all have to be aware that things will change once the situation with the entrance sign and Walgreen’s has settled.
Ivelaw let the homeowners know that Al Torrello was not the original person who was responsible to the retention ponds and the hedges. The person who was responsible stopped doing it just before the holidays and Al was asked to take the job over. The price that was given to Mr. Earnest and we are being charged is $100.00 per pond and $500.00 for the hedges.
Ivelaw also let the homeowners know they want to get rid of Al Torrello but the land still needs to be maintained until we get a new landscaper when the bidding process is completed.
Last week the playground was vandalized. It was not a resident of Quail Valley but a sixteen (16) year old who was visiting friends in the neighborhood. We will be pressing charges.
The garbage is still not being picked up from the park. We need to make sure that it is getting emptied on a regular basis.
The Board will buy a couple of boxes of garbage bags and give one (1) to the Postels, one (1) to Natalie Yancey and one (1) to Pattie Guerriero as well.
EPM will be mailing out their welcome letter introducing themselves to the homeowners with their contact information next week. The letter will also let residents know where they can send their dues.
Homeowners Forum
Barbara Boyce at 832 Shore Breeze Way stated that the house next to her on the corner has grass that is waist high. She stated that the owners do not live here full time and that last time they were here she has suggested a landscaper to them hoping they would take the hint, but nothing has been done.
Thomas Lacey at 133 Gentle Breeze Drive wants to know what is going on with 149 Gentle Breeze Drive. The house is empty and the yard is extremely overgrown.
Ivelaw responded by letting the homeowners know that EPM has been notified about this house and they are addressing the problem.
A resident asked if the homeowners will be given a specific dollar breakdown.
Ivelaw and EPM have been looking for the paperwork for any lawsuits that Mr. Earnest was supposed to have started as well and the certificates for any CD’s that were supposed to have been purchased. They have been trough everything and still have not found anything.
John Dole asked that the Article V of the Covenants be opened and addressed better.
Ivelaw Gibson made a motion to adjourn the meeting. It was seconded by Amy Deering. Unanimous vote.
