Board of Directors Meeting

Meeting was called to order by David Yeager, at time 7 p.m.
Proof of due notice was posted by Woody, at entrance and exit of Quail Valley location giving residents 48 hours notice of forthcoming meeting. Notice was also posted on the QVLOA web site.
Board members in attendance were as follows: David Yeager, Sally Osteen, Natalie Yancey, Kerry Postel and Shawn Jones.
Minutes of the March 24, 2008 monthly Board of Directors meeting were approved by the Board, a motion was made by Natalie and seconded by Kerry and then unanimously agreed by the Board.
Treasurers Report was given by David Yeager.
- Reported that the bank balance as at March 31, 2008 was in the operation account $10,452.64, and the balance of $88,999.60 in the money market account.
- Past due 80 homeowners in arrear for 2008, 16% of homeowners.
- A motion was made by Natalie and seconded by Sally to approve the invoices for payment for Wean and Clayton.
Committee Reports were given as follows:
ARB Report:
Only 3 requests:
- New fence
- Painting of house and front door; house approved, door denied.
- New shed
Audience were asked if anyone was waiting for anything else from the ARB no one did.
Violation summary:
Drive through scheduled for April 22, 2008.
A request was made for a home on Gentle Breeze Drive to be inspected during the drive through.
Natlalie made a request for the sprinklers at the park between the road and the sidewalk to be moved to the sidewalk side, instead of being next to the road. Quotes to be requested.
Homeowner brought to the attention of the Board regarding a house on Cherry Laurel that was installing a fence, Sally to look into it.
Children have been seeing playing in the retention pond areas, we will keep a watch out for this.
Unfinished Business
Walgreen's update: They have now been given permission to install the walls. Walgreen's is scheduled to open September 1, 2008. David confirmed that retention walls are to be built between Cherry Laurel and the Walgreen's site. David brought up that Sun Trust are looking to build on the south corner, no plans yet. We will look at taking the same route as we did with Walgreen's to get the land deeded to QVLOA – this will happen when we get to that point.
Discussion regarding who should maintain the south side it was decided to wait and see how the planning process goes and that we should request the same as Walgreen's they are installing the irrigation, landscaping and paying for the water. Maintenance of the irrigation system was questioned, David said that we can go back and discuss with Walgreen's regarding the maintenance of the irrigation system, e.g. who replaces broken sprinkler heads. We will then try the same approach with Sun Trust.
The community yard sale on April 12, 2008 was a success and there were a number of houses that had a yard sale. It was discussed that we should do this twice a year.
A request was made for volunteers to get the Crime Watch program up and running. No one volunteered.
Kerry Postel agreed to email the approved March minutes to Bob Dempsey so that they can be posted on the QVLOA web site.
The street sign that was missing is due to be replaced by code enforcement.
There is no path at Tranquility and Gentle Breeze David looking at this on April 22, 2008 with the City Manager.
Under New Business the following topics were discussed:
Tract L is owned by 3 parties, QVLOA, Banyan and the City of Minneola. Ground Preserve will continue to look after QVLOA’s part, the City will look after their part and Banyan will look after his. If he does not then he will be notified by the City. David will bring a map to the next meeting so that we can see the boundary lines between the properties.
DEP will deal with Banyan regarding the WWTP when the issue comes up. QVLOA to stay out of it.
Park lights they are working. Kerry to check to see if we have access to the timer.
Refuse container Ground Preserve had forgotten that they were supposed to empty it, they will do this from now on.
Palm trees at the entrance Ground Preserve are going to be asked to look after these trees as they do not have a lot of other work to do at the entrance at the moment due to the construction of Walgreens. If they are not prepared to do this then we will consider putting the contract out to bid again.
A request was made to change the night of the monthly QVLOA meeting. The Board was able to make Monday and Thursday evenings. Kerry to request Bob to post a question on the web site regarding this so that we can get feedback from residents. It was suggested that we would alternate each month, Monday one month and then Thursday the next month etc.
Shawn made a motion to adjourn meeting. Natalie 2nd the motion. All Board members voted in favor; meeting was adjourned at 7:35 p.m.
