Meeting was called to order by David Yeager, at time 7:00 p.m.
Proof of due notice was posted by Fred Wood, at entrance and exit of Quail Valley location giving residents 48 hours notice of forthcoming meeting. Notice was also posted on the QVLOA web site.
Board members in attendance were as follows: David Yeager, John Flowers, Natalie Yancey, Sally Osteen and Kerry Postel; Chelsea Rozell Bono from EPM was also present.
Motion made by John and second by Sally to approve the March and May 2009 minutes.
Treasurers Report was given by Chelsea Rozell Bono.
- As of May 31, 2009
- Checking Account $9,120.58
- Money Market: $139,189.50
- Accounts Receivable: $71,600.00
- The aim is to have all homes that owe 2007 and 2008 dues in foreclosure by the end of 2009.
- Dues from 2009 that have not yet paid will receive threat of claim of lien letters.
- 2 payment requests 1) $40 per month and 2) $50 per month until balance is paid. Interest will still be charged but claim of lien procedures will not move forward.
Committee Reports were given as follows:
ARB Report:
Four requests:
- Install fence approved.
- Tile sidewalk from driveway to house approved.
- Pavers by edge of driveway approved.
A suggestion was also made to standardize the paint colors allowed for home colors. Chelsea and Sally will put a book together so that we have set colors.
Violations:
Main problems:
- Painting homes without ARC permission
- Rent signs
- Lawns not being mowed (11 homes in foreclosure, HOA mowing these, charge will be passed on and attempted to be claimed)
- Trailers on driveways
- Boats on driveways
Unfinished Business
- McDonalds scheduled to be open July 14, 2009.
- Chelsea sent a letter to Sam Oppelaar at the City of Minneola requesting for the land for the old plant to be deeded over to Quail Valley, no response as yet.
- Disking will be completed this week.
- The dog waste receptacles have been ordered and deposit paid. Chelsea to get bids for installation.
- The landscaping company will be taking a bobcat (at their own expense) to clear up the area behind Tradewinds that has been neglected to be done this week.
- The gazebo in the playground will be repaired and painted this week. The electrical and sign have already been repaired.
Under New Business the following topics were discussed:
- Chelsea is working on a newsletter to send out to homeowners to remind them of the rules/covenants of Quail Valley. Also, to update them on items happening in the community.
- Motion made by Natalie and second by Kerry to replace the railroad ties in the playground. Chelsea to get quotes.
- Next meeting scheduled for July 24th, 2009 at 7 p.m.
