Meeting was called to order by Alfred Rodriguez, at time 7:20 p.m.

Board members in attendance were as follows: Kerry Postel, Natalie Yancey and Alfred Rodriguez. Mel Ash and David yeager were absent.

Lisa Donohue from EPM was present.

Motion made by Alfred and second by Kerry to approve the January 2012 minutes.

Treasurers Report by Lisa Donohue
  • As of January 31, 2012
    • Regions Operating Account: $84,073.49
    • Regions Money Market: $148,968.13
    • Accounts Receivable: $160,829.99
Committee Reports were given as follows:
    ARB Report:
    • Fence — approved
    • Painting — colors to be verified
    Violations:
    • Drive through completed. Lisa brought it to our attention that there are a number of homes that need sod as there is no grass at all. The homeowners present felt that it was unfair to send a violation letter for this due to the tough economic times that many homeowners are facing. They voted not to send violation letters for this. We pointed out that without sod the sand and dirt are washed onto sidewalks during heavy rains and that the bare yards do not look good — however, the general consensus of the homeowners present was that no letters should be sent and Lisa was given this direction.
    Landscaping:
    • The water bill had increased significantly and it was determined that we have a water leak — PLM looking into this to locate the leak.

    • Rock Southern Breeze did not pay their water bill again and some plants suffered as a result of this. The bill has now been paid and the water is back on. We will wait until March to see if the plants recover or if we need to replace them.

    • Retention ponds — report to be brought to the March meeting.
Unfinished Business:
  • None
Under New Business the following topics were discussed:
  • QVLOA now owns a home on Gentle Breeze Drive due to filing a lien to foreclose. This home was in a very bad state — rotting food, furniture, faeces on the carpet, very dirty and unsanitary etc. Motion was made by Kerry and a second by Alfred to clean out this house, remove the carpet, hire an exterminator if needed and attempt to short sale the home. It was determined that it would cost over $5,000 to get this home to the standard it needed to rent it out, so if we can short sale it that is the best option.

  • 13 new homeowners in the last 2 months.

  • 2 foreclosure summons this month.

  • Next Community Yard Sale April 21, 2012.
Next meeting will be March 28th 2012; Date to be confirmed.

Meeting was adjourned at approximately 8:05 p.m.
