Annual meeting could not be held as only 44 proxies/homeowners were present. Question was asked if anyone would like to join the Board of Directors and there was not. Board of Directors shall remain the same.
Regular Monthly QVLOA Meeting commenced.
Quorum was met.
Meeting was called to order by David Yeager, at time 7:30 p.m.
Board members in attendance were as follows: David Yeager, Kerry Postel, Mel Ash, Alfred Rodriguez and Natalie Yancey.
Lisa Donohue from EPM was present.
Motion made by Alfred and second by Mel to approve the October 2012 minutes.
Treasurers Report by Lisa Donohue
- As of October 31, 2012
- Regions Operating Account: $21,692.69
- Regions Money Market: $159,071.77
- Accounts Receivable: $100,500.77
Committee Reports were given as follows:
ARB Report:
- 3 Painting requests — approved
Violations:
- The drive through was conducted the Sunday after Thanksgiving. A number of homes were found to have cars parked on the grass. At this time it was decided not to send letters as it was a Holiday weekend. A motion was made by Dave and a second by Natalie to not send letters now but commencing January 1, 2013 letters will be sent out when cars are seen to be parking on the grass.
Landscaping/Maintenance:
- Progress energy is giving us a date as to when they can put the electric in the first median so that we can put additional lighting in that median. Problem with the lighting in the other median has been rectified so that the circuits are not cutting out.
- A neighbor of 400 Gentle Breeze requested for the tree in the backyard of this foreclosed home to be trimmed as he is concerned it will fall into his yard. A motion was made by Alfred and a second by Natalie to obtain prices to get this work done.
- A comment was made about a home on Whisper Sound that has a large tree in the front yard — the leaves are not being cleaned up and they are being blown around, letter will be sent.
Unfinished Business:
- Alfred made a motion and a second by Mel for letters to be sent to homeowners that have unsightly items per #5 in the bylaws etc. on the side of the house commencing January 1st, 2013.
Under New Business the following topics were discussed:
- Dave requested that any decisions that have any financial implications to the QVLOA are made at Board meetings only and not via email. Mel made a motion and Alfred second that we do 3+1 voting. In a situation that we cannot wait for the meeting then we would arrange for a conference call where all board members are present; motion by Mel and a second by Alfred.
- Motion was made by Alfred and a second by Mel to extend the grace period on payment of 2013 dues to March 31, 2013 as in previous years. Fees and interest will be charged starting April 1, 2013.
Motion to adjourn Kerry, and a second Natalie.
Next meeting will be on January 23rd, 2013.
Meeting was adjourned at 8:15 p.m.
