A regular meeting of the Quail Valley Lot Owners Association, Inc. Board of Directors was held at the Minneola City Hall on March 28, 2019, at 7:15 p.m.
Board Members present were Ray Nivarel (President), Laura Smith (Vice President), Matthew Masem (Secretary/Treasurer), and Daphne Tunmore (Director). Stephanie Nicholson and Ikema Campbell represented HomeRiver Group.
President Ray Nivarel called a Board of Directors meeting to order at 7:16 p.m.
Proof of Notice was established.
Previous Meeting Minutes
- Ms. Smith made a motion to approve the Minutes from the February 28, 2019 meeting as presented; seconded by Mr. Masem. Motion carried unanimously.
Financial Report
- Ms. Nicholson reviewed the February 2019 financials.
ARB Report
- The owners of 613 La Costa St. presented a request to install a shed in the rear yead and a concrete pad on the side of the home. The committee approved the request with the stipulation that the shed be 8 ft. from side boundary of the lot and 10 ft. from rear of yard.
- Ms. Smith presented idea of having new colors added to color wheel. Board will look for new suggested colors.
Management Report
- Ms. Nicholson presented the management report.
Violations Report
- The March compliance inspection was completed on 3/28/2019.
ARB Report:
- Ms. Smith presented the ARB report.
Unfinished Business
- Radar Sign Second return box has been received by Management and signs are being sent to be repaired.
- Landscaping improvements Sprinklers at the front entrance have been repaired/capped. New landscaping plant at the front entrance was discussed. Management will contact the Landscape Architect to determine why the location of electrical boxes was not considered in the plan proposed.
- Park Light Poles Advised that 1 pole is not working at the playground area. The bulb needs to be changed out, which will require cherry picker.
- Yard of the Month 236 Valley Edge.
New Business
- Reimbursement check Mr. Masem made a motion to approve the reimbursement for $12.07 to Ray Nivarel as presented; seconded by Ms. Smith. Motion carried unanimously.
- FM Solutions Proposed to repaint entrance sign was placed on hold. Board requested to have a more realistic looking Quail and not just one color. Suggested to have Art department of local high school compete. Management will follow up with this.
- Management asked for clarification of trash, recycle, bulk and landscape days. Tuesday and Friday are trash pick up days; Wednesday is recycle and Tuesday is Bulk pick up day. The best day for inspections is Monday or Thursday.
Open Floor
- Security Camera Monitoring Contract signed and monitoring has started. Board will advise what they would like included in the report. Management will follow up with vendor to see when the first inspection will occur and when reports will be received.
- Homeowners running stop sign Ms. Smith suggested that a speed deterrent may help discourage violators.
- The Sheriff of the City of Minneola is considering adding an additional late patrol shift. This cost would be split among residents and police presence would be increased in the community.
- The City of Minneola is considering giving land abutting Quail Valley to the association. This is the very beginning stages.

Ms. Smith mada motion to adjourn the meeting at 8:52 p.m.; seconded by Mr. Masem. Motion carried unanimously.
The next meeting is scheduled for Thursday, April 25, 2019, at 7:15 p.m.
