A regular meeting of the Quail Valley Lot Owners Association, Inc. Board of Directors was held at the Premier Association Management on November 26, 2019, at 7:15 p.m.
Board Members present were Ray Nivarel (President), Ron Caron (Director), Laura Smith-Jones (Vice President) was absent, and Daphne Tunmore (Director) resigned week before meeting. Marie Aguirre represented Management.
Meeting called to order at 7:09 p.m. Quorum was established with 2 of the 3 Board members present.
Previous Meeting Minutes: September 26, 2019
- Ron Caron motioned to accept minutes with corrections; Ray Nivarel seconded, and all approved.
Financial Report
- Report was presented by Manager, Marie Aguirre. Ron motioned that all arrears above $338 should be sent for lien, Ray Nivarel seconded and all approved.
- As per Attorney information, the statute of limitations on 2015 violations and fees in ledger expires 2020. All $35 violations will be removed January 1, 2020. Ron Caron motioned to waive $35 fees in 2020 as per attorney instruction, Ray Nivarel seconded and all in favor.
Manager's Report
- Manager reports that community is looking good. Trash is still running over at playground. Recommends adding 2 new trash cans of a slightly larger size. Manager also notes that habitual offenders are still on violation list and next steps will need to be taken by next meeting. Advises to send to attorney for attorney demand.
- The light up sign has been repaired and all seem pleased with handyman work.
ARB Report
- Still need members for the ARB committee.
Unfinished Business
- Ron Caron motions to order 2 new green trash cans with the swivel cover $233 each, and to order two kits of letters $51.25 each for the light up sign. Ray Nivarel seconded and all approved purchases.
- Attorney Patryk Ozim is present and reviews his firm's procedures. Ron Caron motions to hire Martell and Ozim as the attorney for the community for all legal needs; including collections and covenant demands. Ray Nivarel seconded and all approved.
New Business
- Yard of the month is tabled until December.
- There were no new security incidents in the community.
- Pressure washing estimate from Sam was presented. Board would like another estimate.
- Ray will look for rules and regulations regarding when to send violation to attorney and forward information to Marie. Next month we will need to begin sending issues.
Member Forum
- Homeowner of 330 Tradewind voiced her disappointment and concerns that HOA is not helping her with long-term issue with her neighbors. After a lengthy discussion, the Board and attorney decided that her issues were not HOA related but a civil matter that must be handled by her.
- Board requested two repairs for SAM:
- Lights at Playground Pavilion are not working properly.
- Sign out front facing the sign the right bulb is out. Please replace.
- Community members prefer to continue meeting at the Minneola City Hall Ray will check availability for next year.
